Significant gap between innovation responsibility and execution capability

SAN JOSE, Calif., October 21, 2025 — Amid economic volatility, black swan events, and rapid technological evolution, finance and procurement strategies require greater agility. New data from Raindrop Systems reveals a widening disconnect between innovation ambition and execution reality within the industry.

The company today released a report titled“Ambition vs. Attrition: Procurement and Finance Leaders Must Bridge the Growing Gap Between AI Ambition and Agile Reality”based on a survey of 1,000 U.S. procurement and finance decision-makers. The report found that even after years of supply chain shocks and economic turmoil, 55%** of organizations still prioritize cost control over flexibility.

Although more than four-fifths (83%) of procurement and finance professionals say they are directly responsible for innovation in their organization's procurement strategy, fewer than one-third (27%) say they can fully deliver innovation under current conditions. Most professionals are still measured on cost savings (48%) and risk mitigation (43%), while nearly one-third (29%) say they believe their greatest value lies in supporting overall business growth.

“The role of procurement and finance has evolved far beyond the traditional focus on cost management,” said Ward Karson, Chief Operating Officer at Raindrop Systems. “Today, these departments are expected to help drive strategic resilience, yet many remain trapped in a cycle of ambition without action. Unless they have the right tools to turn intent into outcomes, their potential to drive innovation and business growth will remain unrealized.”

AI Tools: Opportunity and Obstacles to Bridging the Gap

The rise of AI-driven procurement tools presents a significant opportunity to bridge this gap. However, three-quarters of respondents say that even though their organizations have the right internal infrastructure to support AI, cultural resistance, limited investment, and skill shortages hinder the launch of meaningful AI projects. In fact, 18%*** of respondents say their departments have not yet adopted any AI. Respondents believe that data analysis (44%), task automation (39%), team collaboration (38%), and proactive risk management (37%) are valuable tasks AI could take over, freeing up their capacity to further drive company innovation.

The report's findings provide a clear call to action for procurement and finance teams to redefine their roles and technologies. By embracing AI-driven solutions and transforming departmental value propositions, leaders can help procurement move beyond transactional cost-cutting to become a strategic partner in shaping growth, resilience, and long-term competitiveness.

The research was conducted by Censuswide, with a sample of 1,000 U.S. finance professionals (aged 18+) who are decision-makers in spend management/procurement. Data collection took place between June 23, 2025, and July 9, 2025.
