However, according to the latest report from The Information, OpenAI's Chief Financial Officer Sarah Friar and Chief Executive Officer Sam Altman are at odds over pushing the company to go public within that timeline.

In the policy paper, OpenAI stated that AI technology has "evolved in just a few years from systems capable of performing fast, narrow tasks to models that can handle general tasks that previously took people hours to complete."

Despite AI's potential benefits, OpenAI also acknowledged being "clear-eyed" about risks, including job displacement, misuse by malicious actors, and the possibility that "power and wealth become more concentrated rather than more broadly shared."

The AI developer stated that any tax increases on capital gains or corporate income "should be paired with wage-linked incentives that encourage companies to retain, retrain, and invest in employees, similar to existing research and development tax credits."

OpenAI said: "Together, these changes would help stabilize funding for key programs while supporting the labor transition in an AI-driven economy."

Beyond taxes, the paper also proposed a range of broader policy ideas, including establishing a "public wealth fund" so that returns generated by AI can be more widely shared. It also called for translating AI-driven efficiency gains into "lasting improvements in employee benefits when routine workloads decline and operating costs fall," including incentivizing companies to increase retirement match or contributions, cover a larger share of healthcare costs, and subsidize childcare and eldercare.

The paper also suggested piloting a four-day workweek, "without pay cuts and while maintaining output and service levels, converting saved time into a permanent shorter workweek, accruable paid time off, or both."

OpenAI emphasized that its ideas are intended to spark broader discussion rather than serve as final recommendations. Among other next steps, the company said it will convene policy discussions next month at its newly opened OpenAI workshop in Washington.

The paper stated: "Unless policy keeps pace with technological change, the institutions and safety nets needed to manage this transition may fall behind."
